Safety Precautions: Vehicle Permit System

DFPCL has a well-documented Vehicle Permit System to ensure compliance of various safety and statutory requirements related to loading and transportation of its products.

The vehicle permit contains list of these requirements in the form of a checklist. It also defines the responsibility of various sections / depts in the ensuring compliance of these points.

The vehicle permit has three sections, viz.

The tankers reporting for loading are first checked by security dept as per the checkpoints in the permit. The checkpoints in this section cover the following aspects: -

Physical conditions of tanker, Haz Chem Mark safety and fire fighting equipment, Driving licence, first aid box, etc.

The dispatch dept then checks for the availability of statutory documents like CCE Certificate, TREM CARD etc. before clearing the vehicle for loading. It also ensures the quantity specified in D.O does not exceed capacity specified by statutory authority.

Before loading the tanker at the loading point, following aspects are checked by loading operator-

Visual inspection of the Tanker and its fittings.

Ensure the proper earthing of the Tanker in case of Ammonia and Methanol.

Proper blocking of vehicle.

Loading operator monitors the loading operation to ensure smooth loading. He then signs off the permit after ensuring that all connections with tanker has been removed and vehicle is free to move out.

Delivery challan is made by dispatch dept only after receiving back the vehicle permit, duly completed and signed by respective personnel.

The vehicle permit is maintained for three weeks as record. A copy of the vehicle permit is enclosed herewith.
